FinOps Certified Practitioner (FOCP) Exam Guide

Validates foundational knowledge of the FinOps Framework, including its principles, personas, capabilities and scopes, for managing cloud spend.

The exam checks that you know the FinOps Framework and can apply its vocabulary to everyday cost situations. Read the framework on finops.org, take the official course or a short video course if you want structure, then check yourself with practice questions.

Syllabus

FinOps today
  • Definition: FinOps as an operating model that maximises the business value of technology through collaboration between engineering, finance and business teams.
  • Cloud billing data: How cost and usage data, including the FOCUS specification, support shared reporting.

Example scenario: Finance sees one cloud invoice, while engineering sees hundreds of resources. What would a FinOps practice do to connect the two views?

Principles and personas
  • Principles: Collaboration, business value, ownership of usage, accessible and timely data, central enablement and the variable cost model.
  • Core and allied personas: The motivations of the FinOps practitioner, engineering, finance, product, procurement and leadership.

Example scenario: Engineers want speed and finance wants predictable spend. How would the FinOps team help both personas agree on a budget?

The Framework in motion
  • Phases: Inform (visibility and allocation), Optimize (rates and usage) and Operate (continuous improvement).
  • Maturity: The Crawl, Walk and Run approach to growing a capability over time.

Example scenario: A team has just started tagging resources and producing a monthly cost report. Which phase and maturity level does that suggest?

Capabilities in action
  • Understand usage and cost: Data ingestion, allocation, reporting and anomaly management.
  • Quantify business value: Planning, forecasting, budgeting and unit economics.
  • Optimize usage and cost: Rate optimisation with commitment discounts, and usage optimisation such as rightsizing.
  • Manage the FinOps practice: Governance, policy, education and enablement.

Example scenario: Usage is steady and predictable for a large database fleet. Which rate optimisation option would you evaluate first?

Scopes and technology categories
  • Scopes: Segments of spending across technology categories aligned to business constructs such as products or cost centres.
  • Technology categories: Public cloud, SaaS, data centre, data cloud platforms and AI.

Example scenario: A product team uses public cloud, a SaaS analytics tool and a data platform. How would a scope bring that spend into one view?

Adopting FinOps
  • Getting started: Building support, defining responsibilities and choosing first capabilities.
  • Growing the practice: Maturing capabilities and keeping stakeholders engaged.

Example scenario: A company has no FinOps team yet. What would you do in the first three months?

CertUp example

A finance lead asks why the engineering team should own the cost of the resources it runs. Which FinOps principle does this describe?

  1. Teams take ownership of their technology usage
  2. Reports should be produced once a year
  3. Central teams approve every purchase
  4. Cost data is shared only with finance
Show answer

A. Teams take ownership of their technology usage. FinOps puts cost decisions with the people who run the resources.
